Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

Under the overall guidance of the Deputy Country Director Programme, the Poverty and Inequality Reduction Senior Advisor will provide strategic direction and technical support to the Country Office Programme staff and project team to ensure high quality project development and implementation, especially in the area of Poverty eradication and reduction of inequality.

Duties and Responsibilities


Conduct a mapping of key actors working on the issues of poverty and inequality in Indonesia with the aim of identifying partnership opportunities and a niche where UNDP can contribute and complement the work of others;

Conduct analysis related to poverty and inequality, in partnership with other institutions such as the Indonesia Central Bureau of Statistics, think tanks, innovation organisations and consultancy organisations on poverty and inequality, identifyingpolicy and programme entry points and uses for the analysis;

Develop a brief strategy for UNDP Indonesia’s work on poverty and inequality that outlines the future direction of the organisation’s work to advance poverty eradication and the reduction of inequality. The strategy should identify clearly how UNDP will support Government goals to address poverty and inequality in Indonesia. It should contain the following components: lessons from evaluations of previous work, gender, regional, income and multi-dimensional components of poverty; link with SDGs; intervention at the sub-national and national levels as well as in coordination of all actors; resource mobilization and partnership opportunities.

Network with key partners within the Government, donor community, private sector and civil society and academia  with the aim of developing collaborative partnerships and mobilization of resources; explore opportunities for further coordination and collaboration between national, local and international partners to share knowledge and advance the work on poverty and inequality.
Develop a portfolio that includes a range of different initiatives where UNDP can contribute to eradicating poverty and reducing inequality. This portfolio of initiatives can include some new (such as impact investment with micro and SMEs) as well as building on existing work (e.g. Local Economic Development in Papua).

Required Skills and Experience


Education:*  

Master degree in development, statistics, economics or other relevant fields of study.


Experience:*  

Minimum 8 - 10 years of relevant professional experience in particular for policy advisory support in poverty reduction area, preferably in the field of development

Language Requirements:  

Fluency in written and spoken English is required;
Other Requirements:

Excellent interpersonal communication skills, writing ability and administrative skills.
Ability to work in multidisciplinary teams.
Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
Proven analytical skills and ability to conceptualize strategic intervention.
